p. 633 – Wigfall offered following resolution Agreed to – That Com of 3 Senators be appointed to confer with Pres confidentially in reference to present condition of the country & ascertain if possible his plans & purposes. Senate appointed by ballot : Graham, Hunter, & Orr.

p. 401 – Dec 22, 1864. Resolved That Hon RMT. Hunter have leave of absence from sessions of Senate until Monday, 2d day of January next.

p. 525 – Feb 6, 1865 – [Member of Peace Conference] Message of President notifying Senate of appointment of Messrs Stephens, Hunter, Campbell to proceed through our lines & to hold a conference with Mr. Lincoln, or such persons he might depute to represent him, & submitting of their report. [Message dated Feb. 6, 1865] Enemy refused to enter into negotiations with Conf States or anyone of them separately or to give to our people any other terms or guarantees than those which a conqueror may grant, &c. &c. –

Journal of Congress of confederate States Vol I Journal of Provincial Congress [July 30, 1861][underlined] –

p. 294 – Mr. Hunter of Va. introduced preamble & resolutions defining position in conf. States in points of maritime law as laid down by Congress of Paris of 1856; read & referred to Com on Foreign Affairs.

p. 341 – [Aug 13, 1861][underlined]. On motion of Mr. Hunter Congress took up consideration of reconsidered resolution touching points of maritime law, &c. & Mr. Hunter moved to amend by striking out the same substitution in lieu thereof the following which was engrossed, read third time & passed, to wit: Resolution touching certain points of maritime law, & defining position of Conf States in respect [threto?], Whereas the plenipotentiaries of Great Britain, Austria, France, Prussia, Russia, Sardinia, & Turkey in a conference held at Paris on the 16th of April, 1856, mad certain declarations respecting Maritime Law to serve as uniform rules for their guidance in all cases rising under the principles thus proclaimed; and Whereas it being desirable, not only to attain certainty & uniformity, as far as may be practicable in a maritime, but also to maintain whatever is just & proper in the established usages of nations,

the Conf States of America deem it important to declare the principles by which they will be governed in their intercourse with the rest of mankind: Now, therefore, be it [Resolved by the Congress of the C.S.][underlined] (1) That we maintain the right of privateering, as it has been long established by the practice & recognized by the law of nations. (2) That the neutral flag covers enemy’s goods , with the exception of contraband of war. (3) That neutral goods, with the exception of contraband of war, are no liable to capture under enemy’s flag. (4) That blockades, in order to be binding, must be effective; that is to say, maintained by a force sufficient really to prevent access to the coast of the enemy.

p. 205, [May 10 1861][underlined] – Mr. Barnwell moved that an additional member be added to the Com. on Finance. On motion of Mr. Stephens, the motion was amended so as to include the Com. on Judiciary & Military Affairs. The motion prevailed & whereupon the Chair appointed Mr. Hunter to the Com. on finance, Mr. Brockenbrough on the Com. on Judiciary, & Mr. Staples on the Com. on Military Affairs Secret Session p. 205 – Mr. Staples announced the arrival of Mr. Robert M.T. Hunter, one of the Delegates from the State of Va. who appeared, was qualified & took his seat.

Vol. I – Journal of 3 Prov Congress of CS. [May 6, 1861][underlined] pp. 189 – 193 contain message of Pres Davis of May 6, 1861, & Convention between Commonwealth of Va. & C.S., signed as proxy C.S. by Alex H. Stephens Comm. & by Com. of Convention of Va, vis John Tyler Wm Ballard Preston, S.McD. Moore, James P. Holcombe, James C. Bruce, & Lewis E. Harvie, entered into April 24, 1861, & ordained of Convention of Va of April 25, 1861, signed by John Janney, President, ratifying & confirming the same.

p 192 [May 7, 1861][underlined], contains ordinance of Convention of Va. adopting Const. of Prov. Govmt of C. S. & resolution adopted by Com. of Va., April 29th, 1861, appointing Robert M.T. Hunter, William C. Rives, John W. Brockenbrough, Waller R. Staples, & Gideon D. Camden to represent State of Va. in Congress of C.S., & resolution of May 1st, 1861, instructing said Representatives to proceed as soon as possible to Montgomery & ask admission for Va. into said Confederacy..

p. 193 – continues resolution to ratify the agreement & convention entered into between the Commen wealth of Va. & the Conf. States of America. Mess Brockenbrough & Staples appeared were qualified, & took their seats on May 7, 1861.
