The Commonwealth of Virginia, Executive Department. Alexandria, Va., March 30_ 1864

Sir My hearts desire and prayer is, that this rebellion may speedily be crushed; _ the union restored _ uni versal freedom enjoyed in all the broad limits of the nation, and that when the impartial historian comes to make up the record, he may be able truthfully to publish, that in accomplishing this great result the government never sanctioned a wrong that was done to any man. "Sic Semper Tyrannus" with "Union and liberty" is the motto of the restored government of Virginia.
