By the papers I
notice that a comtee of the House of Representatives, are
about to inquire into the management of this Prison, as to the
treatment of the Prisoners and the cruelties said to have been
practised here. I desire although a Prisoner (against whom,
I have reason to believe, you entertain a strong prejudice,)
that if blame and mismanagement there be! it shall fall
on the right shoulders ['right shoulders' underscored'] That in many cases, (if not in every
case,) the unjust and inhuman punishments ['injust...ments' underscored] inflicted upon
Southern Soldiers -soldiers who have fought and bled for
their country, and also on other prisoners who have been
confined here, has been done without your order or knowledge [underscored]
- although your name would be used by Capt. Alexander, if he
did not wish to shoulder the responsibility himself. I desire
to have a personal interview with you or with your adj't
Capt. Pegram. I wrote a note yesterday to him, requesting
he would apply to you for a pass to visit me, but have no
certainty that my note reached him. Let the pass
authorize him visit me in my cell. – Although
a Prisoner with no friend to advise me, but the dictates

of my own conscience, I am not afraid to speak, and
swear to the truth.
