House of Representatives U.S.,

Washington, D.C., Feb. 26th, 1887.

Mr. A. S, Garnett,

Lloyds,

Essex Co. Va:

My dear Sir:

Your [???] at hand.

I send you a few copies of my speech on

the Ed. bill.  I would send you more but

so great has been the demand for copies

from all parts of the Country, my supply

is nearly exhausted.

It is a fact as you state, that it is the

only speech that has been made upon

the floor of the House in its favor, and

I supposed my democracy is not ques-

-tioned.

Yours truly,

Chasl. O'Farrall
